For individuals living with qualifying mental health disabilities, an emotional support animal (ESA) can provide meaningful comfort, companionship, and emotional stability. If you’re considering requesting an ESA housing accommodation, understanding the evaluation process is an important first step.

A legitimate ESA letter is not simply a certificate purchased online. It is documentation provided by a qualified healthcare professional following an individualized assessment of your disability-related needs.

What Is an Emotional Support Animal Letter?

An ESA letter is documentation from an appropriately licensed healthcare professional supporting a request for a reasonable accommodation involving an emotional support animal in housing.

Under the Fair Housing Act, individuals with qualifying disabilities may be entitled to reasonable accommodations that allow them to live with an assistance animal, even in housing with restrictions on pets, subject to applicable legal requirements and exceptions.

Emotional support animals are different from service animals. ESAs do not need to be individually trained to perform disability-related tasks, although the legal protections and requirements for each category differ.

Who Qualifies for an ESA Letter?

Eligibility is determined through an individualized clinical evaluation. A licensed mental health professional considers whether an individual has a qualifying disability and whether an emotional support animal helps alleviate symptoms or functional limitations associated with that disability.

Having a pet that provides comfort does not automatically establish eligibility for an ESA housing accommodation. The evaluation must support a disability-related need for the animal.

How Do You Get an ESA Letter?

The process generally involves three steps:

1. Schedule a clinical evaluation.

Meet with an appropriately licensed healthcare professional who can assess your mental health history, symptoms, functioning, and disability-related needs.

2. Complete the required assessment process.

The clinician determines whether ESA documentation is clinically appropriate. Depending on your state and circumstances, additional appointments or an established professional relationship may be required.

3. Receive documentation if clinically approved.

If the evaluation supports an ESA housing accommodation, the clinician may provide a letter containing the appropriate professional information and clinical recommendation.

No ethical clinician can guarantee approval before completing an evaluation.

California ESA Letter Requirements

California law requires an established client-provider relationship of at least 30 days before issuing ESA documentation.

My California ESA evaluations are completed through two telehealth appointments over a minimum 30-day period.

Clients in Oregon, Pennsylvania, and Utah may have different timelines depending on their individual evaluation and applicable requirements.

Are Online ESA Letters Legitimate?

Online ESA evaluations can be legitimate when conducted by an appropriately licensed healthcare professional who completes a genuine individualized assessment and follows applicable state laws and professional standards.

Be cautious of websites promising instant approval, guaranteed letters, ESA registration certificates, or identification cards without a meaningful clinical evaluation.

There is no official federal ESA registry that automatically grants housing accommodation rights.
